Capital improvement projects help maintain or improve the City of Vineland’s infrastructure, which can include facility construction, underground pipes, roads, sidewalks, and more. Below is a list of current projects detailing more information, proposed timelines, and more.
Landis and Valley Signal Project
The City of Vineland is working in partnership with a design consultant on a proposed improvement project at the intersection of Landis Avenue and Valley Avenue. The project involves replacing the existing span-wire traffic signal with upgraded infrastructure that meets current standards. Planned enhancements include new traffic signal equipment, ADA-compliant curb ramps, updated signage and pavement markings, and improved pedestrian accommodations.

Final design is in progress, and construction is tentatively scheduled to begin in 2027.
East Avenue Resurfacing and Safety Improvements
The City of Vineland is partnering with design consultants on proposed improvement projects along East Avenue, between E. Walnut Road and Elmer Street. This corridor was identified for upgrades due to existing safety concerns and design deficiencies. East Avenue ranks as the third highest bicycle/pedestrian crash corridor in Cumberland County, based on network crash screening, with a notable number of injury-related incidents involving bicyclists and pedestrians.
The primary goal of the project is to improve the roadway surface and enhance safety for all road users. Planned improvements may include:
- Roadway resurfacing
- Drainage upgrades
- Installation of an overhead flashing beacon at Walnut Road
- Enhanced signage and pavement markings
- ADA-compliant curb ramps
- Sidewalk and driveway improvements
- Raised medians (near Walnut Road)
- A dedicated bike lane (between Walnut Road and Chestnut Avenue)

Park and West Signal Project

A public meeting is scheduled for February 2026. Additional information will be provided as it becomes available. The preliminary engineering phase has begun. Construction is tentatively scheduled to begin in 2028.
North Mill Road Resurfacing Project
The City of Vineland is partnering with a design consultant on a proposed improvement project along N Mill Road between Garden Road and Forest Grove Road. Project improvements may include:
- Road base repair
- Milling and paving
- Replacement of storm drainage facilities
- Updated signage and pavement markings
- Other safety and infrastructure improvements
