Planning
Division
The
Planning Division is within the Department of Public Works.
The Division provides professional guidance to the Administration
in matters related to the physical development of the City.
Planning provides a coordinating function by pulling together
diverse disciplines such as transportation, housing, recreation,
utilities, education, etc. The Division also provides staffing
to both the Planning Board and Zoning Board of Adjustment.
The Division handles all administrative duties for the Planning
Board. It also, however, reviews all site plan and subdivision
applications submitted to the City, irrespective of which
board has jurisdiction.
Planning
Board:
One
of the major responsibilities of the Planning Board is the
development and adoption of the City Master Plan, which is
the vision for the future growth of the community. The City's
Master
Plan was last amended in 2008. The Board also reviews
and approves development plans, when the use is permitted.
When the use isn't permitted, the Zoning
Board of Adjustment has jurisdiction. The Planning Board
is also required by State Statute to review many documents
and plans to determine consistency with the Master Plan. The
Planning Board is also advisory to the Administration in matters
related to the physical development of the City, such as the
Land
Use Ordinance, the Capital Improvement Program, the School
Facilities Plan and redevelopment projects.
